Commissioning Management
Rose Building Services offers an independent Commissioning Management Service which efficiently manages the Testing and Commissioning Stages of any building to ensure compliancy with all the requirements and codes of practices.
A common misconception in the Construction Industry is that commissioning is ‘at the end of the project’, however believe it or not, to add value and save money on your project, and to obtain the correct building which operates as required, it is crucial that the Commissioning management process commences at the design stages and is monitored regularly throughout the construction process.
Carrying out a Commissioning focused review at the design stages of a contract defines the required Commissioning Strategy and ensures that the Commissioning process/activities have been clearly and logically integrated into the overall design and programme of works. Our commissioning managers are trained to identify the risks and mitigate these using the correct monitoring tools required to suit the project (Risk Schedules, Activity Schedules, Trackers, etc).
Production of a Commissioning Programme which is developed to interface with all the necessary specialists and trade contractors gives a holistic approach to the close out stages of the project. We ensure that all Commissioning Method Statements and Risk Assessments are scheduled and approved prior to commencement of works.
Our managers will chair regular commissioning meetings to ensure communication with all parties is clear, allowing areas of concern to be addressed prior to becoming issues. The witnessing of the testing will be undertaken throughout the construction period at the required intervals with pressure testing and Building Control testing during construction, and with final witness testing as well as Integrated System Testing (IST) following as required. We will arrange client witnessing also as required.
Final performance documentation will be collated, and provided along with the necessary Commissioning Reporting. Final handover will be achieved with Client Training and Seasonal Commissioning.
Our Independent Commissioning Management Team can provide the following services:
Initial studies of Design Consultants specification and drawings obtaining sufficient information to identify requirements and intentions for the project.
Prepare Testing & Commissioning Plan/Strategy Proposal to understand our purpose and undertakings in relation to the intended Scope of Works.
Prepare and develop Commissioning Presentation and address to organisations associated with the project.
Review of final detailed design drawings, technical specifications, employers’ requirements and information relating to the scope defined services within the contract.
Produce in conjunction with the specialist sub-contractors, an agreed co-ordinated Outline Commissioning Plan and identify method statement requirements for each of the building’s systems identified within our scope section.
Review all M&E systems and equipment to ensure compliance with the design and commissioning requirements and check for Commissionability and maintainability.
Technical Submission lists to be created for subsequent review and comparison in relation to Design Detail and Design Review.
Report on issues identified during the review/develop risk management process.

Quality Assurance Records - Documentation
Design / Commissioning Reviews (Mechanical / LV Electrical / Public Health / Information Systems)
Produce a witnessing procedure for all of the static system tests such as ductwork and pipework pressure testing, electrical tests in accordance with regulations, all as per our scope definition and in association with the main contractor and sub-contractors.
Manage in conjunction with the specialist sub-contractors limited to the scope of works, a co-ordinated logic diagram relating to commissioning activities.
Produce a witnessing procedure/Activity Schedule Tracker for each control device as per our scope definition.
Review the detailed commissioning plans/programmes from the associated specialist contractors.
Produce, discuss and agree with all relative parties the witnessing programme, extent and methods required to expedite the agreed scope of works where viable, agreed staged witnessing of services to assist progress of works.
Prepare a comprehensive (as per our defined scope) testing and commissioning plan/ programme taking into account the agreed requirements of the contract, the approved final sub-contractors/suppliers testing and commissioning programme. This is to include the integrated testing of individual services, systems and interfaces.
Review and prepare strategies in relation to integrated site wide systems.
Prepare and update change control document in relation to design, installation and commissioning changes.
Manage any existing systems surveys and quality assurance process to ensure procedures and interface connections are commenced and concluded in accordance with standards.
Any requirement for off-site testing has not been allocated although is subject to further discussions with our client.
We will audit the witnessing of static system tests such as agreed by the consultant and main contractor. We would also monitor the documentation of all test results and notify the contactor of any findings or concerns.
Review, control and comment on system completion checklists that includes the production and implementation activities within the commissioning programme. All as per the defined scope of works within this document.
We are committed to taking a pro-active approach into investigating and resolving problems and technical issues which arise during the commissioning process. In particular, identifying why such systems have failed to achieve the specified conditions.

High Level Installation/Pre-Commissioning checks shall be conducted by our Commissioning Management team to verify the install and ensure commissioning devices are correct and in accordance with Design and CIBSE codes of practice. The test and commissioning team shall conduct a detailed pre-commissioning check prior to any commissioning activities.
Co-ordinate/engage with Client, Consultants, Architects, Project Managers and Authorities.
As identified within our scope definition and as agreed with the contractor, we have allowed auditing of the commissioning for all M+E systems by sub-contractors. This will mean collating and commenting on commissioning results as agreed with the consultant and the contractor.
Provide the contractor with regular reports relating to the commissioning progress. We have allowed managing and advising of implications to the commissioning programme and any impacts to the main Design and Construction programme.
We will attending and chairing regular commissioning meetings (monthly in the late construction stage/bi-weekly in early commissioning/weekly during high levels of commissioning phase) to discuss and monitor progress. As a result associated progress reports outlining works completed, issues arising, suggested solutions and systems ready for hand over. We have also allowed for production of a 2-week look ahead programme that identifies immediate actions needed to achieve the required overall progress.
We will to conduct the necessary witnessing of the identified and agreed systems on behalf of the contractor in connection with hold points identified and agreed with the main contractor. In respect of any systems identified within our scope that require witnessing , we will coordinate, collate and review with the test and commissioning sub-contractors relative test results, organise and witness the interface elements and generally satisfy that the commissioning tests are being conducted correctly and in accordance with the approved method statements.
We would generate procedures following stand-alone system commissioning, in relation to Interface Tests/Environmental and Integrated System Tests.
We will maintain on site a copy of the latest commissioning test results, latest marked up progress drawings and method statements for the work at hand in relation with the site document control.
We will carry out the necessary verifications to ensure O&M documentation requirements.
We will overseeing the production of associated O+M manuals and record documentation.
We will collating all the relative test certification, commissioning data, sign off documentation etc. for inclusion in the Building Log Book.
We will overseeing only, the production of all commissioning documentation. This will include regular reviews of the sub-contractors testing and commissioning records. We will overseeing the expediting of such reports ensuring that the necessary contractors complete the production of such records and reports to meet the programme.
We have allowed for witnessing/demonstration of services and systems as detailed within our proposal breakdown (Refer Section 02.01).
We shall organise processes in relation to services systems interface, integration and environmental tests. All relevant tests shall be managed by the Contractor our purpose shall be to provide method of test and any sign off only.
Handover and training requirements requires further discussion concerning our involvement. Time has been included we can provide a schedule of training and requirements. The MEP sub-contractor shall provide staff suitably experienced with training regimes.
We can allowed a PC Sum in relation to returning to site 6 months (Refer Stage 8) after handover to carry out a review of installations. This would be from an efficiency perspective and to prove systems are being operated as detailed within the training and the information contained within the O+M Manuals. The building log book would also be reviewed and actioned accordingly.
Seasonal/re-commissioning has been allocated and this shall form full building performance loads during Summer and Winter periods with partial load conditions conducted in Spring and Autumn. Reports shall be conducted based on evidence of system conditions whilst addressing any concerns raised by customers, staff and facilities management. Our responsibility shall be to collate information, discuss and recommendations. Information shall be produced by M&E sub contractors with reports produced based on Clients supporting discussions.
